SECTION A (SCORING):
Rule 1: You must have a minimum of 18 players in your active lineup per day. The only position you can leave unfilled is goalie.
Rule 2: You must have a minimum of 2GP combined for all goalies in each matchup. You'll need atleast 2GP to qualify for goalie scoring categories. You are not allowed to have less than 2GP, even if you want to.
SECTION B (LINEUPS):
Rule 3: Only players that are on the NHL injured reserve or suspended list may be placed in an Injured Reserve slot. Injured Reserve players do not count against the cap.
Rule 4: Only Entry Level players may be placed in a minors slot.
SECTION C (ENTRY DRAFT):
Rule 5: Any player that hasn't played a game in the NHL yet may be drafted.
Rule 6: The Draft order will be determined by playoff and consolation finish.
Rule 7: Every player drafted from the Entry Draft will receive an Entry Level Clause (3 year contract).Their salary will be based on when they were drafted. Check the Drafts thread in the League Rules Summary for more details.
Rule 8: The first year of a players Entry Level Clause does not start until you call him up to the 28 man roster. This means you can keep an Entry Level player in the minors without burning a year of his contract.
Rule 9: An Entry Level player may play 2 playoff rounds without the first year of his contract being triggered. If an Entry Level player plays more than 2 playoff rounds, the following will happen:
3 Rounds: First year of contract will start next year, which means the player must be on your 28 man roster for next year.
4 Rounds: First year of contract will be triggered for the current season.
Rule 10: If a player turns 21 while he is in a minors slot, then the first year of his contract will activate (if it hasn't already).
SECTION D (MINORS):
Rule 11A: A player is eligible for a minors slot if he meets 1 of the following criteria:
A: Under the age of 21 as of December 31 (of the current season).
B: Has not played an NHL game. If a player plays his first NHL game after you sign him, then he is still eligible to be put in the minors.
Rule 11B: You may release a minors player without penalty IF his contract hasn't activated yet. Obviously he must pass through waivers before being released.
SECTION E (RE-SIGNINGS):
Rule 12: Every player that is in the final year of their contract will be given a determined salary based on their Fantrax Score. The owner may accept the salary to keep the player or decline it and let him go to free agency. If the owner chooses to keep the player, they must choose for how many years up to a maximum of 5 years.
Rule 13: Starting in the 2nd offseason, teams may resign a maximum of 2 players. The total number of contract years for these 2 players combined cannot exceed 6. Only players in the final year of their contract can be resigned.
Rule 14: The official formula for determining player salaries and the salary cap can be found in the Resignings, Salaries and Cap thread in the League Rules Summary. Salaries and Cap are subject to change.
Rule 15: If a player becomes an RFA for a second time, he goes straight to Restricted Free Agency.
SECTION F (UNRESTRICTED FREE AGENCY):
Rule 16: Once a player enters unrestricted free agency, any team may bid on the player as long as their bid does not put them over the cap. Each bid must be made as the total of the contract. For example: 35m over 5 years. Each subsequent bid must be atleast 1M higher than the last. If a bid is not beaten after 24 hours then that bid wins the player. Every Free Agent starts at 1M.
Rule 17: Your bid can not exceed 5 years.
Rule 18: You may bid on more than one player at one time. The total of all your bids must not put you over the cap though.
Rule 19: You may not bid twice in a row on the same player.
Rule 20: First bids must be a minimum of 1M. Every subsequent bid must be atleast 1M higher than the last bid.
Rule 21: If a bid goes unbeaten after 24 hours...then that bid wins the player.
Rule 22: We do not accept front-loaded and back-loaded contracts. This means that the salary (and cap hit) will be the same for every year throughout the contract.
Rule 23: Check the Free Agency thread for the official maximum and minimum bids. These are subject to change every year.
Rule 24: All players signed in free agency cannot be bought out in the first year of their contract. They must also serve 30 days with the signing team before they can be traded or waived.
SECTION G (RESTRICTED FREE AGENCY):
Rule 25: If a player under the age of 26 (at the end of the present calendar year) becomes a free agent, he will become a restricted free agent. Restricted Free Agents are bid on just like Unrestricted Free Agents. The only difference is, the team that owns the player may match any offer (even if it puts them over the cap). If a bid is not beaten or matched after 24 hours then that bid wins the player.
Rule 26: The team that owns the player may match or beat any bid (even if it puts them over the cap).
Rule 27: If a bid goes unbeaten/unmatched after 24 hours...then that bid wins the player.
Rule 28: If a bidding rule is not written in this section, follow the Unrestricted Free Agency rules.
SECTION H (EUROPEAN FREE AGENTS):
Rule 29: Any player that has left the NHL and came back (example: Jagr, Radulov) will go through the UFA bidding process.
Rule 30: If you sign a player and during his contract, he leaves for the KHL (or some other league), the following will happen:

Rule 36: Every waiver move will be upheld initially and reviewed. This is just to avoid any possible collusion.
Rule 37: Any player that is waived, has 24 hours to be claimed. (If claimed by more than 1 team, the team lowest in the standings will receive the player)
If claimed: The team that claims the player will also take on the players salary.
If unclaimed: The player will be returned to his original team.
Rule 38: If a player is placed on waivers by the same team for a second time, the 50% rule will apply.
If claimed: The team that placed the player on waivers (as well as the team that claimed him) will share 50% of the salary for 1 year.
If unclaimed: The player will be returned to his original team and cannot be placed on waivers again for the rest of the season. He will also become an inactive player, meaning he cannot be used and his cap hit will become 0 for the rest of the season. The player will still take up 1 of your roster spots though. The players cap hit and availability will be re-activated once the next season starts.
Rule 39: Players not signed to a team are unrestricted free agents. This means that you must bid on the player in the Free Agency thread before claiming him (minimum 1M). Just like any free agent, every team has 24 hours to make a higher bid for the player. If the original teams bid is beaten, they have a choice to match any subsequent bid. With the 24 hour clock still in effect for matching.
Rule 40: Players (under the age of 36) that retire in the middle of a contract do not have to be waived. They can be released without penalty. Age, as always, will be decided by Birth Year.

Every proposal must receive atleast 75% of the vote in order to be accepted. At the moment, there are 16 teams in the league, so that means every proposal would need 12 votes to be accepted.
SECTION L (PLAYOFFS):
Rule 45: All players may be placed in any slot without penalty during the playoffs. (Example: Crosby can be placed in a minors slot and Auston Matthews can be called up without activating the first year of his contract). Injured Reserve slots will still only be available to injured players though.
